Workshop Sessions
These meetings take place on the first and third Mondays of each month prior to the regular Council Meetings and are held in the Executive Conference Room in the City Hall Complex, 3667 Main Street.  This session usually starts at 6:00 PM or 6:30 PM, depending on the number of topics to be covered.  The agenda for the Workshop Session is posted on the bulletin boards in the entrance to City Hall prior to the meeting.  These sessions, if not completed by the start of the Council Meeting, are resumed after the regular Council Meeting has adjourned.  The public is invited to observe these Workshop Sessions, however, they are not allowed to speak or contribute to the meeting, unless they are on the agenda or they are instructed to speak by the Mayor or Council members.  The quorum and voting rules that apply to Council Meetings also apply to Workshop Sessions.

Council Meetings
These meetings  are held the first and third Mondays of each month at 7:30 p.m. in the City Hall Council Chambers, 3667 Main Street.

Quorum
Three Council Members need to be present at any meeting to constitute a Quorum.

Rules
After reading an item on the agenda, the Mayor will call for a Discussion. Once Council Members have finished the discussion, the Mayor will request a Motion. A Council Member makes a motion by saying "So Move" or "I make a motion." A second Council Member must second the Motion by saying "Second" before the Mayor can call for a vote. Finally, the Mayor will ask for Council members to vote to Adopt the Ordinance or to Carry the Motion.

Votes
To Adopt an Ordinance or Carry a Motion requires three YES votes, or two YES, one NO and one ABSTENTION.  The Mayor does not vote unless there is a tie. The Mayor may then vote to break the tie.

Remarks of Citizens
Citizens are invited to make comments on non-agenda items at the start of the meeting. Citizens may only speak for a period of three minutes. Citizens may only remark on agenda items that are considered to be public hearings, and only when recognized by the mayor.   Citizens wishing to speak on a topic will be required to state their name and address for the record and print their name and address on a sign-in sheet at the podium.

Meeting Agenda
The agenda for the Council Meeting is available at the podium on the Council Chambers prior to the Council Meeting.  The agenda is also posted on the bulletin board in the entrance to City Hall and on the website on the Thursday or Friday prior to the next Council Meeting.  Click here to see a sample meeting agenda.


Executive Sessions
These meetings are held on an as-needed basis.  When these meetings are required, the regular Council Meeting is recessed while the Mayor and Council members meet to discuss sensitive topics prior to public meetings or votes.  The topics include real estate purchases, employee issues and legal issues.  Once the Executive Session has concluded, the Mayor and Council will re-enter the Council Chambers to conclude the Council Meeting. If any of the topics discussed require votes, the Mayor and Council will call for the vote (see above voting rules).  Once voting, if any, occurs, then the regular Council Meeting is adjourned.
