PUBLIC NOTICE

The City of College Park Public Works Department, Water/Sewer Division, has awarded the construction for the waterline upgrades for Hemphill Avenue, Washington Street, and Temple Street to D&H Construction.  The contractor is scheduled to begin work the week of September 24, 2007.  The construction will take a minimum of 60 days to complete.

Residents in these areas may experience temporary closing of streets to thru traffic and temporary interruption of services (residents will be notified 24 hours prior to interruption of service) for the duration of the construction.  Coordination for emergency services and access to private property will be maintained at all times.

It is important to note that the waterline upgrade will increase the water pressure in these areas therefore, residents should investigate the need to have a pressure reducer installed to minimize the water pressure inside the home.   

We ask that all residents affected by the construction of this waterline upgrade attend a meeting at City Hall on September 20, 2007 @ 6:30 p.m. to have any and all concerns related to this project addressed.

The College Park Engineering Department ensures that public facilities are safe, convenient, functional and attractive, through design controls and construction. Additionally, the Department enforces ordinances regulating private development that impacts public facilities. The Department performs inspections, designs public works projects and investigates citizen complaints such as storm drainage, erosion control, and traffic.

· The Department reviews all development plans.
· Plans involving lots under 2,000 square feet require a grading/drainage permit from the Building Inspection Department.
· Construction involving more than 2,000 square feet but less than one acre requires a Land Disturbance Permit.

Construction planned for more than one acre requires a Land Disturbance Permit and review by the Georgia Soil/Water Conservation Commission.

All proposed construction projects are scrutinized for compliance with the following City of College Park ordinances:

· Planning and Development, Code Chapter 15
· Stormwater Management Ordinance
· Soil Erosion and Sediment Control Ordinance
· Flood Damage Prevention Ordinance

The Engineering Department also manages the Flood Emergency Management Administration (FEMA) Community Rating System (CRS) program that ensures City compliance with State and Federal regulations and is aimed at decreasing the need for private property flood insurance.
